[EAS] Single point entry of CAP messages

Sudden thought -
With the proliferation of updated telemetry and control systems, perhaps
there are some few stations that could make a co-operative effort and
re-purpose their old 450 TSL links - CAP data would fall under
"operational communications", I think, maybe...
Or even their old 950 analog links - the CAP data on a subcarrier or
something. Let's get creative - and not wait for Uncle. Paraphrasing
JFK: "Ask Not what the government might do for you; ask what needs
doing, and DO it.". The CAP data stream would be less bandwidth than a
composite stereo audio feed......
Early rural electrification and telcos were co-ops; everyone pitched in
something.
Amish barn raising time! There's got to be ways to implement this other
than the problematical internet.
That's my primary objection - it's change to be changing, unless the
shortcomings of the current system can be adequately addressed; and the
single-path "daisy chain" seems to be what everyone perceives as one of
the largest overall shortcomings.
