[EAS] Single point entry of CAP messages

Some stations, in fact, did - and still do - quite well informing the 
public even without all the bells and whistles when there's a threat.

Well, maybe one or two whistles....  Or a trumpet blast, maybe...

The only glitch with CONELRAD was with the various NDEA Primary AM 
stations that took more than a second or two to switch patterns - and 
set the alarms off all over their operational area twice a day.

BTDT - and still have the T-shirt... somewhere...
