Hmm..

Here's an idea.

Send the packets as a Unicast PUSH transmission, via....

FMeXtra! 

or other SCA service, subsidiary datacast on a DT carrier, or whatever.

Gets around the need to poll, internet connectivity issues, and a host 
of other possible problems.
