[EAS] CAP Polling Interval Questions

NWS has said that they are not going to be part of CAP-EAS when it takes
effect in September and that they will continue distributing their weather
warnings through NOAA weather radio. They repeated this at NAB.

NWS is already publishing CAP feeds on their own.  They have been for quite
some time now.  <http://alerts.weather.gov/>  We can test the timing of
those now without even waiting for FEMA.
