[EAS] CAP Polling Interval Questions

Richard is correct.  The EMnet service can aggregate NWS messaging and relay the CAP files.  Now that the NWS CAP files are posted, should not be difficult for a state CAP system/server to ingest those for state relay.  System of systems ...
