DOCSIS modems and infrastructure have packet-per-second (PPS) limits (and endpoints _may_ have a fixed amount of buffering).  When too many packets try to make their way through they are dropped (after the buffer fills on a buffering device).  We had issues with throughput and data loss due to this as we added more and more low-bandwidth services (small packets but lots of them) and solved those issues by moving to a different physical connection method.  That may not be a viable option for all stations currently on DOCSIS.

limit on number of packets, or number of bytes?

A poll could be as simple as 6 very short packets. In bytes, per day, 
it is the equivalent of three minutes of streaming audio at 64kbps.

There are several ways to multicast push, via satellite, datacast on 
TV, etc.  There are costs associated with that as well, of course.
