Keep in mind that IPAWS isn't the whole system.  IPAWS is the federal 
part, designed for the EAN message from the President.  It is also 
the CMAS aggregator - and from what I've been told, that's the way 
the cell phone companies wanted it - centralized.

We focus on IPAWS sometimes because they defined (with the FCC) the 
protocols broadcasters are going to use - CAP Protocol, IPAWS 
Profile, ECIG Implementation Guide.  These are the protocols for 
IPAWS, but they are available for anyone else to use.  IPAWS will 
have a server architecture, and an access method, but that isn't 
necessary what the states will use.

The IPAWS server *can* be used by States, it does not *have* to be 
used by states.  Washington State, for example, is using CAP for 
alert distribution, and they are not using the IPAWS server.  They 
might cross post, they might not.
