[EAS] CAP Polling Interval Questions

The ideal situation is:

NWS issues TOR

TOR sent directly to local CAP devices - no aggregator involved at all.

Note that in the time it takes the CAP to decode and generate the audio, 
the legacy EAS would already be halfway through the actual warning message.
