Right on Bill.....

There are those that reject being an LP Station (EAS Lingo for EBS's CPCS)
for similar reasons.  Personally I agree with them.   I don't feel that any 
broadcaster
should be a 'relay device' for the benefit of other broadcasters. 
Broadcast facilities
should ONLY be used to distribute emergency messages to the public - PERIOD!

This is why we here in WaState elected to create Local Relay Networks that 
permit
local EAS messages sources to reach all broadcasters at the same time - No 
relay's
or Daisy Chains required.   As we role out our CAP system, we are forced, 
for a
short period of time, to use the LP's to distribute the CAP message in 
SAME...This
will, of course, change when all stations are connected to the CAP system.
