[EAS] Nevada Silver Alert

I vividly remember getting my ass chewed by the KNBR VP&GM Tony 
Salvadore about interrupting programming on KNBR because the weather 
service requested an EAS activation for potential flooding.

When he had the option of dropping CPCS at KNBR he took it.

I'd suspect that many general managers would feel the same way about 
blue and silver and most other color alerts.
