FEMA is not telling the people who will use it about CAP. Remember, Jamie
Barnett said in the first NASBA/NAB EAS Town Hall webinar that it's up to
the broadcasters to spread the word about CAP and EAS to the emergency
management community. I'm finding a definite "credibility" problem in trying
to overcome the "If it was that important, why isn't FEMA taking the lead on
this?" question.

That is why I reached out to the Northern California chapter of
APCO. And it is clear that they had no clue about what CAP
means. Maybe a little more after my presentation but not much.
Broadcasters are a tiny part of the problem. In this case we are
definitely "preaching to the choir".
It is the rest of the emergency management community that needs to
understand what their role is in EAS/CAP/IPAWS/etc.
