Bill - Great observation ...

Thankfully here in Washington State EMD, aka Don Miller, has been traveling
the state teaching emergency managers etc about CAP and how to use it. The
reception to being able to use EAS via a Laptop on the nightstand (or other
locations) has been very positive. These folks were never happy with
using EAS due to the type of input equipment that was generally deployed.

Granted California has not yet rolled out CAP as we are doing here. Like
all things, training is often playing catch-up.

Richard,

That is why I reached out to the Northern California chapter of APCO. And
it is clear that they had no clue about what CAP means. Maybe a little more
after my presentation but not much.

Broadcasters are a tiny part of the problem. In this case we are definitely
"preaching to the choir".

It is the rest of the emergency management community that needs to
understand what their role is in EAS/CAP/IPAWS/etc.
