[EAS] EAS CAP and some thoughts

So, you are saying is that we shouldn't build a better system until 
we can build a perfect system?  CAP isn't limited to just 
internet.  Emnet is an example of satellite delivery that states can 
choose.  However, given the current economic situation, most states 
will opt for using internet servers because that's what they can 
afford to do.    Yes, under certain conditions internet will fail, 
but for most situations it will work fine, which is why most places 
will keep the old EAS infrastructure for redundancy.  Speaking as 
someone who has already seen CAP in action at my station, getting it 
deployed in any form is a giant step forward, and doing nothing 
except waiting for deep pockets to fund a perfect system is not a 
reasonable option.
