[EAS] EAS CAP and some thoughts

"Thoughts" is my subject, something which I fear was missed in this CAP 
application.  I've been around since CONLRAD and seen changes since.  
Most of which are good and beneficial. At present, I have been 
contemplating this onslaught of CAP, not knowing what to do nor what to 
make of it.  So far it truly seems to be one of those "changes" items 
promised along with the recently elected political party and its 
followers. So I will stop at that for now.

My concern is this "change" in adding CAP to the EAS.  The most 
prominent aspect currently in my mind (and there are others) has to do 
with the, what I would call, blind reliance on this ubiquitous entity 
called the Internet.  Now, not to get into philosophical dissertations, 
the concept brings to mind a recent artical I read, which I offer for

It does support my general and active view of the "Internet".  So enjoy
