[EAS] CAP Stuff

Do you have the same computer you did in 1997? How 'bout your cell phone?
Sometimes "simple" is good but while I appreciate the idea behind the Gorman
box, I totally agree that buying the converter is just going to be
postponing the misery, especially in states where the Governor's Mandatory
Code or GMC is going to be used. But I think as SECC members we all have to
prepare for the fact that some of our broadcasters will purchase these and
we will have to consider their shortcomings when we write our new plans
unless the Part 11 rewrite makes them totally obsolete.

...The more "simple minded" EAS box with a CAP add-on device is going to be
a total pain just in terms of going through paper tape for the volume of
message traffic you'll get.  That's why the new units don't use printers for
logging.  Also, does it make sense to band-aid onto a box that is pushing 15
years old?  I don't think that most stations going the route of the CAP
add-on will be happy with that decision in the long run...
