[EAS] CAP Stuff

Our experience in WA shows that stations will be getting a lot more EAS traffic once CAP is in place.  For example, even though my station is in Tacoma, my box receives every test and alert sent via CAP in the WHOLE STATE.  There are no more natural terrain boundries that RF distribution had.  That means the EAS box needs to have very flexible message filtering options.  How it logs messages is critical, too.  The more "simple minded" EAS box with a CAP add-on device is going to be a total pain just in terms of going through paper tape for the volume of message traffic you'll get.  That's why the new units don't use printers for logging.  Also, does it make sense to band-aid onto a box that is pushing 15 years old?  I don't think that most stations going the route of the CAP add-on will be happy with that decision in the long run.
