Hi Darryl - Good to hear from you.  Yes, now that you mention it, I do recall now that Ann broached this, and I she was on to something..  Get the training, and get access to grants.  A good carrot, at least in concept.

In the IPAWS realm, the concept might be:  get the training, get access to send cell phone alerting (CMAS), and by the way, that same message gets a lateral pass to EAS as well.  

Since the buzz is much stronger these days on cell phone alerting than broadcast EAS, the EMs might see an enticement to take the time to go through training.

When CMAS takes off (in a year to 18 months?), accredited EMs will get access to a free cell phone alerting capability. And coincidentally those same cell phone alerts would be IPAWS CAP formatted for EAS.
 
So that would be a pretty strong draw to take a class or two on-line though EMI. If done right, the public warning course would likely fit right into the NIMS structure, which would give the EM another credit towards NIMS certification as well.

Such training should be relevant both for the IPAWS system, as well as general issues for state/local capabilities.

This could generate win-wins in a number of areas.

Ed,Thanks for remembering this discussion. I also recall that Ann Arnold, President of the Texas Association of Broadcasters, put forth a similar proposal at NAB last year. The idea was to provide training for emergency management agencies as part of a grant process to purchase CAP-encoding hardware and software.
