Thanks Harold for posting this.  FEMA has been providing a fair amount of information either through general resources (like the FEMA website Harold posted below), as well as through direct briefings to groups like the EAS-CAP Industry Group.  

In addition, resources to look at would be the IPAWS conformity assessment itself, which will give a good picture of how and why this is relevant:  https://www.nimssc.org/ipawsconform/default.asp. Testing of this system is underway.
