You just realized that!

I am not trying to be the Prophet of Doom but without leadership at 
federal level and a big carrot and perhaps a bigger stick getting 
state and local participation is going to be an uphill battle.

I absolutely like your idea of bringing  "EAS training into the 
National Incident Management System (NIMS). This will bring a 
definite "carrot" to local emergency managers/law enforcement to 
become EAS-trained. NIMS training can be a key to locals getting 
reimbursed for some costs during emergencies."

At least in the fire service the bible is NIMS.  Cops maybe.
