My take: It may be more of a reverse turf battle. Neither FEMA or the FCC seem willing to deal head-on with a situation that is at its heart a local and state issue. However, just like roads that cross state lines, we are dealing with the EAS emergency lanes on virtual RF roads.
The Interstate Commerce Commission does the road thing at the Federal level. Lest I get my head handed to me for suggesting further expansion of the Federal bureaucracy, I am NOT suggesting the creation of the Interstate Warning Commission.
