[EAS] Authority to form State Emerg. Comm. Committees

Bill raises an excellent point that reinforces the need for the FCC to modify Part 11 to be crystal clear on what an SECC is, what it is supposed to do, and under what authority it operates under.

If the ultimate answer is that the FCC is unwilling or unable to provide this guidance in its regulations, I do not predict a good future for CAP-EAS since it will be saddled with most of the same uncertainties that "Classic-EAS" has. And, I know there may be excellent reasons for NOT providing this guidance in a regulatory document lest those of us who do SECC work become de-facto EAS Federal employees rather than volunteers.

Having said that, I have not given up on trying to explain this issue  to people inside the Beltway who do not understand it yet. I know there are some members of this list who do work inside the Beltway who do understand, and I know they are doing their best within their areas of responsibilities to help in this effort.
