[EAS] Authority to form State Emerg. Comm. Committees

	I think some confusion may be the use of the word State in the SECC designator.  In this case, state is only used to define borders, not to define political entities.  The SECC has no state government authority mandated by the Feds unless defined by the state.  Example, my operational area is the Southern NV/Inyo county CA operational area.  It falls under the NV SECC.  This does not mean we have any authority in CA or NV EXCEPT to define the EAS parameters for the federally licensed radio TV and Cable systems.  The state governments of CA and NV for that matter can ignore us for anything else and we have no authority over any other communications than EAS.  Fortunately both states are supportive of the EAS program.
