[EAS] Authority to form State Emerg. Comm. Committees

Therein lies some of the problem....In some states the SECC is a true 
committee comprised
of representatives from various facets of EAS in that state...In others, 
it's one person.
IMHO - The FCC should establish guidelines to help assure that all facets of 
EAS are
represented so that the decisions that are made are representative of the 
maximum
number of stateholders.
