[EAS] Authority to form State Emerg. Comm. Committees

It might help to know in what context the question was asked.
Is it related to who has the authority over EAS matters for a given
state? (You mentioned 47 CFR 11.)
I don't think the FCC cares who is in charge as long as it is a body
recognized by all EAS stakeholders.
