Gary - I would not be overly concerned about this.

Even if the FCC kept the same rules, all they ask for now is for you to try
and find out what happened should you fail to receive or transmit a test.
 If you are unable to determine the cause, you write that down as well.   I
don't think the 'Commish' will ever require you to dig in any CAP server and
distribution system and determine exactly what happened.    How would they
understand the answer anyway?   Then there is the matter of man power.  The
Seattle FCC office is a fraction of what it was when EAS was born.
