[EAS] A question...

Clay,

I have no fear or doubt that our legacy monitoring
assignments will continue to function as well as
they always have.  The TORs, FFWs CEMs and CAEs
have alerted, and will continue to warn, our
listeners.

CAP proposes to add another required monitoring
source.  My concern is that we will be required,
as with the legacy system, to determine the reason
for missing a CAP delivered RWT, RMT, GMC or
whatever.

If a CAP delivered test or message fails to show
up, or arrives past expiration time, at our
equipment, how do we determine the point of
failure?  Was it a dead router or  locked up
server at our ISP?  Was it a "backhoe fade?"  Was
it a malfunctioning CAP decoder?  My experience
has shown that I am seldom able to determine the
precise cause of any Internet outage, slowdown or
significant delay.  Is the FCC going to expect
that stations isolate and document the cause of
every failure to receive CAP delivered
transmissions - as is the norm with the legacy
required monitoring sources?

As the guy the handles monitoring assignments here
in my state, were we already have a CAP system
operational, I can tell you that I have NOT
dropped any of the legacy assignments.
