I completely agree with the comments of Lowell Kiesow.

I say let the National Test proceed and let the chips fall as they may.

Testing will reveal to everyone (Feds included) the short comings of the
system.   It's likely that this is the only way the folks in WDC would ever
come to fully understand these issues.    Tinkering with various aspects of
the system in an attempt to make is go better is wrong.  Everyone will be
watching the National Test and this is likely the first time that many will
start to care about EAS....and this is healthy.
