I would disagree. We should be proactive in identifying the issues. I see this first test as a chance to educate the public and ourselves about the EAN and its procedures/limits. If you sit by and say well the test will tell me I have a problem and an actual EAN occurs next week then you have failed in your mandated responsibilities to be prepared for it. If your confident in your EAS setup then no worries but if you have questions or concerns it is a good time to evaluate and prepare. The test becomes proof that your setup is now correct and is tested ok. If you wait for the test and find problems you have to wait another year to verify your corrections.

It is just a test.  A test is for learning where the problems occur.  If there is an issue with FIPS addresses, then let the test fail on any equipment that doesn't recognize it.  In my opinion, we should not take special measures to make the test work. That invalidates the test and the very reason for doing it.  If we cover up a problem by making adjustments to EAS boxes, how else will they find out the extent of the problem?  There are no negative consequences for broadcasters if the test goes down in flames.  The best way for FEMA to learn is by failure.
