Yes, the FIPS code used will be a problem. Our thinking in 1993-1994 when EAS was first devised was that the FIPS code would represent the area effected by a particular emergency message. It seems contrary to that notion that a "live cod test" for the entire nation would have only the FIPS code for Washington DC. It also seemed strange that a "live code test" for Alaska would have a FIPS code for Washington DC.

I have brought this to the attention of Antwane and Manny at FEMA. "All U.S." or "000000" does not now appear in the official list of FIPS codes that are kept by NIST. Changing that list seems appropriate. Perhaps a solution would be to transmit "000000" and the FIPS code for Washington DC with this test. All TFT EAS911s that are to be operated in "AUTO" mode will have to include the FIPS code for Washington DC in their programming in Setup Menu Item 10. Units operated in "MAN" mode can always have an operator forward the last valid received message manually.

I believe I have seen right on this email list from manufacturers that the DC Location Code will not be an issue.

Manufacturers: If the DC Location Code or any other aspect of the National Test will require EAS unit reprogramming, please let us know.
