Steve, et. al - for the cable TV industry, the One-Net will process the EAN with a DC FIPS code.  That's the way it has always been configured, and there should be no issues with handling the EAN.

Ditto for the DASDEC for TV and radio.

While FEMA is doing good efforts to outreach with the media and emergency management communities, I might suggest (request) that the manufacturers be likewise kept directly in the loop as well.  Some might not see manufacturers as "stakeholders" per se, but we are all very much on the front line ...
