[EAS] EAS on Internet Streams

Regarding the debate over with wisdom of putting EAS messages on Internet
streams...A couple of things to consider - 

> The goal of IPAWS is to, basically, broadcast the EAS/Public Warning
Message by all available means.   

The thinking here is that the system you omit could contribute to the death
of that person using that system alone.

> I fully understand that there are those locations that only have meager
access to the internet, per the following post to this Remailer - 
"With all due respect....tell that to the folks in the 'heartland' of the
country where their only connection to the internet is a slow, long distance
dial up connection, or an expensive satellite conection that doesn't work
during heavy rainstorms"

Let me pose a question - 

A -  Should all public warning systems be based on trying to reach everyone,
by all available means ?

Or

B - Should no public warning system be deployed until  everyone has =- 

> A high speed internet connection
> Digital Radio and TV
Etc etc.

The answer is rather obvious (to me) to do so puts thousands, if not
millions, at risk.

There are - ALWAYS- going to be some that - 

> Don't have internet
> Don't have TV
> Don't have Radio
> Don't have electricity 

I could go on .
