You can receive from multiple primaries, and from multiple CAP 
servers.  For both EAS and CAP, the messages are funneled through the 
ENDECs "filter".  In the filter, you can specifiy what events you 
want to air, and from what locations.

You can set it up to handle alerts from multiple counties, and 
multiple states.  You can also set up the governors must carry to 
work for more than one state as well, if you wish.

With the ENDEC, how you got the alert (cap, or EAS, and which CAP or 
EAS server) is a separate issue from what you do with it when once 
you have it.  The filters control what you do once you get it.
