[EAS] Two Primary areas?

I remain confused on how to handle the following with CAP and CAP compliant new EAS units.
 
One client has two stations, both in the same building and monitoring the same area, with individual SAGE units that share common receivers.  One station however monitors counties in two states.  Currently in their SAGE unit I have counties of both states listed as their local area.  Two receivers monitor the stations required of their 'home' state plan and the fourth receiver monitors one county across the river so to speak.  The system responds well to both states, although ideally I would prefer to not respond to the RMT of the second state.  This dual monitoring is done at the request of the coordinator in the adjacent state, because that area's local station is notoriously lacking in compliance.
 
My understanding is that the new receivers do not allow assignment of more than one state per station, even if they can handle more than one station?  I would ideally like to buy one new SAGE unit and have it handle both stations, with a shared local area plus the second local area for one station.  How does that work under CAP?  Can the single Ethernet port and scanning software be assigned to multiplle areas for one station?
 
Has anyone else distilled this question in their area?  It is not clear to me what box works best from the grid that Barry has. We are leaning toward SAGE since the state assoc has arranged a deal for them.  However, it appears to me that to achieve the client's dual area I may have to purchase something such as the TFT device as an add on to both stations.  Even then, it does not appear from what I read that it can be assigned to two stations, with one station having two local areas.
 
Any thoughts?  Off list is fine.
