[EAS] The Alaskan EAN

Why would you be non-participating? For the very reasons you mention, it is
very difficult to operate that way. In order to be in compliance with the
rules, you have to have to be able to shut the station off almost
immediately in the event of an EAN. That's kind of hard to do unless you
have an operator on duty 24/7. If your stations were to be inspected, you'd
have some 'splainin to do, and would probably get fined. If you
participate, you just let the box do its thing automatically, which takes no
effort at all.
