[EAS] The Alaskan EAN

I had listened to KFQD's webcast and was able to listen to the test. I
didn't hear an EAT but I did hear two sets of EOM tones.
My question is: What is supposed to happen between the EOM of the EAN and
the EAT? I've heard one explanation that there wouldn't be an EOM on a real
EAN, it would just be the EAT tones again followed by EOM tones. (EAN Header
-> Audio Message -> EAT Header -> EOM). The FCC EAS Handbook doesn't show
that, but shows that the EAN and the EAT are separate independent EAS
events. So are stations supposed to transmit the script on page 13 (Step 8
of National Activation Procedures)?
