[EAS] The Alaskan EAN

I've heard a few more reports from Alaska that some of the exercise went well,
especially for those stations and individuals that took it seriously and
learned from last year's test.

On the other hand, according to some reports, a few strange things
did happen. A wall wart died. An older EAS box failed to respond.
In some areas, apparently an RWT occurred during the EAN, and 
one report said the EAT didn't happen, according to one of the
receivers.  The analysis is certainly going on in AK and DC.
