March? MARCH? That gives stations six-6-months to buy and install
CAP-compliant equipment...or get what they've already got upgraded to meet
FEMA's standards. And that's "assuming" there are no major changes in Part
11 procedures...which is a whole 'nother situation. And this entire process
assumes CAP standards remain the same, which doesn't allow for improvements
or upgrades...

Following up on this topic:
After talking to a few folks in officialdom:
- FEMA's intent is to issue a list of "IPAWS conformed" devices in March
2011.
- the conformance assessments will adhere strictly to both the IPAWS CAP
profile and ECIG EAS-CAP Guidlelines, which may pose challenge for some
types of devices/configurations
- not getting the vibe from the FCC that they're inclined to extend the
September 2011 deadline again (at least at this time).

Doubtful that the September date will hold.Commission has yet to even issue
an NPRM concerning changesto part 11. Given that there is usually at least a
45 to 60day cycle required AFTER an NPRM is issued before any rulechanges
are effective, it seems unduly optimistic that therewill be any firm rules
in time to start up a manufacturingcycle to get equipment out by
September.On top of the apparent lack of action by FEMA to issue alist of
