[EAS] FCC Rules for D-Block

Following on the heels of a post I did earlier today on the federal government proposing to just give the 700 MHz D-Block to Public Safety, I found the FCC rules that are to govern the use of that band.  Some of it is an ordered R&O, but most of it is an NPRM where they ask for comment on the rules.  In a quick scan I didn't see anything applicable where we could once more ask for EAS spectrum, but if someone wants to read this more closely maybe we can find an opening - and maybe it would be met with a better reception now seeing that they won't be losing any revenue by setting aside EAS spectrum since they are no longer selling the D-Block.
