First thoughts:
Why require equipment be capable of originating CAP message?
This gets stations in the business of generating the
emergency traffic, will require entirely new equipment or
the addition of a dedicated computer--which will never be
used, until those money-grabbing s.o.b.'s at the Commission
decide we need to run tests in the cap.
Paragraph 40: "Message needs to identify exact nature
emergency, specific location, not just county, info for
travelers to identify where they are in relation to same,
call sign/location of transmitting station & what listener
should do in emergency."
Who the hell is going to do all this--when you through in
call letters this automatically becomes the responsibility
of the broadcaster not the message originator. Thereby
backdooring the proposal (already shot down) for all
stations to be manned 24/7. Can I send you the bill???
This is like the severe thunderstorm messages we get from
the local NWS--followed by a 2 1/2 minute lecture on not
driving through flooded roads which always gets cut off by
the 2 minute time-out. Known locally as the Weegee Creek CYA
message.
