[EAS] Red Authenticator Envelope

The Red Authenticator Envelope is no longer used for validation of
emergency messages.  If you have questions regarding EAS procedures I
recommend that you consult your state EAS plan, FCC Rules (CFR 47, Part
11) and the appropriate FCC EAS Handbook for your operation
(http://www.fcc.gov/pshs/services/eas/handbooks.html ).  Be advised that
all of these references should be considered living documents and may
well be updated in the near future to maintain conformance with changing
FCC Rules.

Can someone explain the red letter authenticator envelope to me? All I
can find about it is that stations running EAS in manual mode can
request it in the case of an EAN but nothing about what it is and when
it is received.
