[EAS] Red Authenticator Envelope

I found it on some state broadcaster association websites but nothing official. So I was kind of curious as to what it was.

I think the use of the authenticator words (in the red envelope) are no longer used for EAS.

Can someone explain the red letter authenticator envelope to me? All I can find about it is that stations running EAS in manual mode can request it in the case of an EAN but nothing about what it is and when it is received.
