[EAS] UTC not a given either

UTC isn't a reliable standard either because of confusion in calculating an offset against DST.  This is a problem in at least one existing product where the expected DST offset dates are hard coded.  Unless the device allows for a field programmable calendar to input offset variations, UTC is no more useful than local time.  I would suspect that enviro-political forces will continue to tamper with DST, so anything hard coded is a mistake.
