[EAS] IPAWS CAP RWT Message Update

Due to typos in the FIPS code list that I provided to the RWT test routine author neither Oregon nor Idaho are correctly represented in the test routine that ran last Monday and is running again today.   This situation should only affect CAP/EAS participants in Oregon and Idaho.  We expect to have this situation corrected before New Years.  I will provide another status update at that time.

CAP RWT messages will be sent at 11 AM in each of 9 local time zones extending from Guam & CNMI (UTC +10 "Where America's Day Begins") to American Samoa (UTC -11).

There will be one CAP RWT issued per time zone on a whole state basis during the local 11:00 AM hour each Monday.  (For purposes of these exercises states divided into two time zones are assigned to the time zone that includes the largest area within the state.)
