Alex,
The ENDEC currently supports nine, mutually incompatible, CAP
delivery methods. IPAWS OPEN 3.0 is number 10.
There are standards for what a CAP message looks like, and for what
to do with one when you get it. There is no standard for how you get
one. REST, SOAP, ATOM, RSS, UDP multicast with redundancy, UDP
multicast without redundancy, TCP unicast, multiple alerts wrapped
with <alerts></alerts>, alerts sent one at a time, all are now in use.
When we release our IPAWS 3.0 support for general use, there will be
a server type in the drop down Server Type list box called "IPAWS
3.0". As I've said here and elsewhere, we're waiting for things to
settle out a little before sending out that release. In particular,
the FCC's next round of rules updates isn't out yet.
