[EAS] CAP Test

Hi David - have you monitored RMT tests previously on the IPAWS CAP feed?

You might want to do a quick check on your DASDEC CAP alert FIPS filters.
Double check that the FIPS filters for CAP messages is set for VA.  Then,
you could also filter out those out-of-region test messages (unless you
really want RWTs for Guam, of course).

Let me know if that works...

My box did not pick up any IPAWS/CAP tests for the Eastern, Central or
Mountain timezones.
Several things may have happened IMHO - FEMA's servers were overtaxed, my
EAS box wouldn't poll/connect due to network issues on my end and/or was
configured incorrectly, FEMA didn't issue a test message for my timezone at
11AM EST.
