That is incorrect. Having had the counsel of FCC folks directly in DC, this is a common misunderstanding. The tests can be scheduled, they can be automated. What they cannot be is scheduled, automated or not, to run at the same time, each time. Randomization, and documentation (to compare to reception log of next station) are key to the testing plan.
