[EAS] Many small stations know nothing of CAP...

Years ago I got hooked up with a small station back in the
hills, & do the occasional filing for them.  For example,
will be paying their regulatory fees (once I get a check
from them) & will prepare their ownership report in a couple
of months.

Mentioned to their GM about the need to install a new CAP
compliant EAS unit.
Reaction:

"Absolutely no clue..never heard of this...why didn't they
send a notice to us...how can they force us to buy this...?"

Regulatory fees take a big chunk out of small market
stations. I'll be putting over $5K on my credit cards
shortly --for 3 small FM's, only one really in a rated
market (#249). So many operations, even if they know about
the "CAP" requirement, may put off buying a new unit. 

Watch for the Commission to go on fund-raising expeditions,
probably this spring.
