MD, DC and VA all use EMnet.  AFAIK, Maryland saw a pretty steady stream of weather event alerts and bulletins were coming in over both NWS and EMnet sources.  

Local authorities supplemented these general alerts with targeted evacuation and other instructions via additional systems (telephone dial out, text messaging, e-mail alerts).  OC even posted a summary of the Phase 1 evac plan on Facebook (it got 137 "likes").  Coverage of Irene was wall to wall on radio and TV, including info on the evacuation plans.
