[EAS] Alerting options

It depends on the cost.  If the RX is but a couple hundred dollars and 
solves the woeful daisy chain audio problems in most states, takes away 
the weekly test for those stations which send it, plus more closely 
synchronizes when everyone runs their RMT's to even the playing field, 
then I think there can be buy-in.  It is by no means a public address 
system...though I suppose it could be for data/text only information.

The entire method of daisy chain is flawed as Indiana can show.  They 
went so far as to create a single EAS-only stream and sent 400+ stations 
an internet tuner to eliminate a LOT of problems with the clunky and 
failure prone daisy chain. Never the less, there are many challenges 
with that system, the least is the system relies on the internet for 
distribution. Often times on copper which can be flooded, washed out, 
dug-up or blown over as well as overloaded at the ISP end.
