[EAS] Alerting options

Can you imagine the outcry from those that would even think they would have
to purchase a receiver for a low-speed/FSK system.   There are those that
are still howling over having to purchase a new EAS box today...Even though
the new box will run circles around the old ones.

We can forget about any governmental entity picking up the tab for this
purpose....Public warning systems are way below the political radar.
